  316. world currently require ship’s Masters to&#13;
  317. undertake a range of approved management&#13;
  318. procedures, primarily based on exchanging the&#13;
  319. water at sea during the voyage. Limitations&#13;
  320. associated with ocean exchange have prompted&#13;
  321. significant research and development into&#13;
  322. alternative treatment techniques that will offer&#13;
  323. enhanced biological effectiveness and make&#13;
  324. practical implementation, ship’s safety and cost&#13;
